The counselors took a clear stand on the issue from the first day of summer flight camp: any pegasus caught flying Cloudsdale Circuit after hours would face permanent expulsion. The miles of towering cloud-link fences and red "NO ENTRY" signs surrounding the Circuit enhanced the gravity of the counselors' warnings. Fluttershy and her friends stepped out of Princesses' tower just as the last of Flamewithers' shops closed for the night. With Twilight's cloud-walking spell active on the non-pegasi of the group, Pinkie Pie wasted no time testing the springiness of the cloud beneath her hooves.

"Hey, Rainbow Dash!" she squeaked, flailing her hooves. "Look at me! I'm flying just as high as you are!"

The pegasus cackled. "Oh, yeah? How high can you go?" With three potent flaps of her wings, she ascended to a height halfway up the Princesses' tower.

Then the infinite dark pulled back like the snatching of a stage curtain, Fluttershy registered the supple give of a cloud beneath her hooves—and then the eastern breeze swirled across her face.

Now I got to say that looks fun (and dangerous)! The twists and turns and the detail are outstanding. The wind and the few bits of snow add to the chilly feeling, it kind of makes me want to see winter again. Great job on this, I wonder who would've won race?

I am so impressed with this, seriously. It's poni through and through to the point where I can't find anything wrong in that regard. You got the characters right, the runcycles right the look–and–feel right, the composition right; everything is right. This is how pony should pony pony.

Issue–wise, there's not a whole lot I'd really complain about. RD's sorta missing her lower jaw a bit [compare her nose definition to her jaw], her mane tangents into her left wing, and she's missing that little line that goes in her ear.

I think you could make better use of her wings, too. Currently, they're just sorta there. What you may consider doing is using them more actively — f.ex here, have her using them to aid her movements, by way of cupping, angling, etc. She's a top–tier flier, so it's sorta weird that they'd just be uselessly flared out like that.

Mind, I don't know a whole lot about flight dynamics, but you could pester Kits or the internets in general probably. Basically though, it's a third set of appendages, much like our own arms, not fancy iron–on decorations.

So using them as such can add a lot to a character, and a pic in general.
